Terms of reference

To advise on -

1. the measures that enable high-quality development in health and medical innovation, including regulatory enhancement and capacity building, through strengthened coordination in the public sector and collaboration with other stakeholders;
2. the preparation and development plan of the Hong Kong Centre for Medical Products Regulation and approaches to be taken to conduct primary evaluation;
3. the measures that enhance clinical trial development;
4. the approach and measures to be taken to collaborate with relevant stakeholders on health and medical innovation in the Greater Bay Area, the Mainland and other parts of the world; and
5. the facilitation measures to be required from Mainland authorities that enable health and medical innovation development.
