Council for the AIDS Trust Fund
The AIDS Trust Fund was established on 30 April 1993 with a sum of $350 million to provide assistance to HIV-infected haemophiliacs and generally to strengthen medical and support services and public education on AIDS.
The Fund is administered on the advice of the Council for the AIDS Trust Fund, which is appointed by the Chief Executive. Three sub-committees are set up under the Council to look at the funding proposals. They are the Ex-gratia Payment Sub-Committee, the Medical and Support Services Sub-Committee, and the Publicity and Public Education Sub-Committee.
In response to the Government's new direction for HIV infection prevention and control, the operation role of the ATF has also be adjusted in 2025. The ATF will continue to provide EGP support to haemophiliacs who may have been infected with the HIV virus through transfusions of contaminated blood or blood products in Hong Kong prior to August 1985, as well as to their dependents. In addition to handling EGP applications, the ATF will continue to monitor ongoing funded projects. The MSS and PPE Sub-Committee will review the progress reports submitted by grantees and make recommendations to the Council. Existing funded projects will continue to comply with all terms and conditions outlined in the application guidelines and will not be affected by this new re-modelling.
A. Terms of Reference
Council for the AIDS Trust Fund
Subject to the provision of the Declaration of the Trust Fund, to determine all matters whatsoever touching the administration of the Trust Fund and the fulfillment of the purposes thereof.
Ex-gratia Payment Sub-committee
To consider claims for ex-gratia payment, and to make recommendations to the Council.
Medical and Support Services Sub-committee
To consider applications for project grants for the provision of additional medical and/or support services for those with HIV/AIDS and to make recommendations to the Council.*
Publicity and Public Education Sub-committee
To consider applications for project grants for Publicity and Public Education on AIDS, and to make recommendations to the Council.*
*New applications have no longer been accepted since January 2025.
