A. Terms of Reference
To assist the Primary Healthcare Commission (the Commission) in effectively performing its functions and exercising its powers in primary healthcare services development, Primary Healthcare Committee would deliberate on the following–

  1. Executive
    Consider key matters and overall policies and directions on long-term strategy and planning, risk management, corporate governance, and facilitate the Commission in discharging its responsibilities in this regard;

  2. Service Development
    Advise and make recommendations on the overall policies, directions, priorities and strategies relating to the provision, planning and development of the primary healthcare related services, having regard to the availability of technology, staff and other resources and the need to develop a district-based, family-centric community healthcare system;

  3. Resource Management
    Advise and make recommendations on the modes of resource allocation for development of primary healthcare services;

  4. Performance Monitoring and Quality Assurance
    Advise and make recommendations on the performance monitoring of the primary healthcare services and the establishment of quality assurance mechanisms; and

  5. Human Resources
    Advise, review and make recommendations on policies and issues related to primary healthcare staff training and development matters.
