Terms of reference
- To determine research agenda and funding control mechanism of the Health and Medical Research Fund and other funding schemes to be determined by the Health Bureau;
- To approve procedures for inviting, and criteria for vetting grant applications;
- To approve standard terms and conditions for grant holders;
- To approve funding allocation after peer-review process;
- To approve processes for the ongoing monitoring and evaluation of approved research / projects;
- To establish Grant Review Board and Assessment Panel to carry out the technical work of the Research Council;
- To delegate its authority to its committee at its discretion;
- To oversee research translation of funded projects; and
- To supervise the management of the relevant funds.
