Task Group on New Medical School
A. Terms of Reference
- To devise directions and parameters for the establishment of a new medical school with the aim of supporting the local healthcare system in providing quality medical services and fostering the development of Hong Kong as an international hub for medical training, research and innovation, and the criteria for assessing proposals for a new medical school from local tertiary education institutions;
- To liaise with interested local tertiary education institutions, invite and assess proposals from them for a new medical school, to handle related matters (including but not limited to funding arrangements, programme accreditation, teaching hospital and research support), and to formulate recommendations on the establishment of a new medical school and related arrangements for decision by the Chief Executive-in-Council; and
- To liaise with the institution selected for the establishment of the new medical school on its implementation plan (including but not limited to funding arrangements, programme accreditation, teaching hospital and research support), and to provide facilitation on the interim and long-term arrangements for a designated school campus and teaching hospital in consultation with the relevant Government B/Ds.

(A) Working Group on Programme and Faculty Development
Terms of Reference
| (a) | To receive regular reports from HKUST and monitor progress of matters relating to programme and faculty development, including but not limited to programme accreditation, faculty recruitment and related support. |
| (b) | To establish benchmarks and assess readiness of HKUST to commence first cohort student having regard to programme and faculty development, and related services and facilities support. |

(B) Working Group on Hospital Teaching and Research Support
Terms of Reference
| (a) | To receive regular reports from HKUST and monitor progress of matters related to its plans for hospital teaching and research support, and assess readiness of HKUST to commence clinical teaching for students. |
| (b) | To facilitate HKUST in liaising with the Hospital Authority for hospital teaching facilities support, including any interim arrangements pending the development of a long-term dedicated teaching and research hospital. |

Terms of Reference
| (a) | To receive regular reports from HKUST and monitor progress of matters relating to financing arrangements for the new medical school, including but not limited to its financial pledges or commitments, and assess its readiness. |
| (b) | To liaise with HKUST on matters relating to infrastructure development for the new medical school, including but not limited to the development of a medical school campus and a dedicated teaching and research hospital for the new medical school in Ngau Tam Mei, and any interim arrangements pending the availability of these longer-term facilities. |
