Tender Subject: Provision of Services to Operate the Central and Western District Health Centre and Three Woman Health Centres
Description: To operate a Core Centre and a Satellite Centre of the Central and Western District Health Centre (“DHC”) and Three Woman Health Centres (located in Chai Wan, Lam Tin and Tuen Mun) (“WHC”) for a period of 36 months. For details on the gearing up periods for setting up DHC and WHC, please refer to Clause 1 of Part V – Conditions of Contract in the tender documents.

Tender Closing Date/Time: 12:00 noon (Hong Kong time) on 31 May 2024 (Friday). Late tenders will not be accepted.
Submission of Tenders: For Paper Based Tender Submission

Tenders must be clearly marked with the tender reference and the subject of the tender on the outside of the envelope (but should not bear any distinguishing matter, mark or advertisement to indicate the identity of tenderer) addressed to the Chairman, Central Tender Board, and deposited in the Government Secretariat Tender Box (“Specified Tender Box”) situated at Lobby of the Public Entrance on the Ground Floor, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong before 12:00 noon (Hong Kong time) on the tender closing date as stated above. A tender placed in the Specified Tender Box at or after 12:00 noon (Hong Kong Time) on the tender closing date, or a tender not deposited in the Specified Tender Box, will NOT be considered.

In case Tropical Cyclone Warning Signal No. 8 or above is hoisted, or a Black Rainstorm Warning Signal or “extreme conditions” announced by the Government is/are in force for any duration between 9:00 a.m. and 12:00 noon (Hong Kong time) on the tender closing date, the tender closing time will be extended to 12:00 noon (Hong Kong time) on the first working day after the Tropical Cyclone Warning Signal No. 8 is lowered, or the Black Rainstorm Warning Signal or the “extreme conditions” announced by the Government has/have ceased to be in force.

In case of blockage of the public access to the location of the Specified Tender Box at any time between 9:00 a.m. and 12:00 noon (Hong Kong time) on the tender closing date, the Government will announce extension of the tender closing time until further notice. Following removal of the blockage, the Government will announce the extended tender closing time as soon as practicable. The above announcements will be made via press releases on the website of Information Services Department (https://www.info.gov.hk/gia/general/today.htm).

Tender Briefing Session and Site Visits:
  1. An online tender briefing session (to be conducted in Cantonese) which includes a “Question and Answer” session on this tender exercise will be held with details as follows:
    Date: 2 May 2024 (Thursday)
    Time: 10:00 a.m. - 11:30 a.m.
  2. In addition, site visits to three Woman Health Centres will be arranged as follows:
    Date: 27 April 2024 (Saturday)
    Time: 9:30 a.m. – 1:30 p.m.
  3. Prospective tenderers who wish to participate in the tender briefing session and / or site visits can nominate three representatives at most respectively and register via the electronic form (English version only)(https://www.idea.gov.hk/hhb-pho/registration-form-for-tender-briefing-and-site-visits-for-cwdhc-woman-health-centres) by listing the name of organisation, names, post titles and email addresses of the nominated representatives, as well as the name, post title, email address, telephone number and fax number of the contact person on or before 5:00 p.m. on 24 April 2024 (Wednesday) (Hong Kong time). Prospective tenderers successfully registered to the tender briefing session and / or site visits will receive a confirmation email with a hyperlink to join the tender briefing session and arrangement details for the site visits.

Remarks:
  1. Open tendering is adopted. All interested non-public entities are invited to tender.
  2. The tender is not covered by the Agreement on Government Procurement of the World Trade Organization and will not involve electronic auction.
  3. The Government of the Hong Kong Special Administrative Region does not bind itself to accept the tender with the highest combined score or any tender, and reserves the right to negotiate with any tenderer about the terms of the offer.
