Tender Subject: Provision of Mental Health Support Services under the Healthy Mind Pilot Project for the Health Bureau
Description:

To provide mental health assessments and arrange follow-up services at nine District Health Centres under the Healthy Mind Pilot Project for a contract period of 25 months.

Tender Documents:
(1) The tender documents (English version only) may be downloaded free of charge from the e-Tender Box of the Procurement and Contract Management System (“PCMS”) of the Government Logistics Department at https://pcms2.gld.gov.hk.
   
(2) Alternatively, the tender documents in the form of compact disc is obtainable during office hours (Monday to Friday (except general holidays) 9:00 a.m. - 12:45 p.m. and 2:00 p.m. - 5:30 p.m.) from 13/F, Revenue Tower, 5 Gloucester Road, Wan Chai, Hong Kong. Submission of Tenders:

Electronic Tendering

Transmission of a tender through the e-Tender Box shall be successfully completed in accordance with the requirements of the e-Tender Box before the tender closing time. Otherwise, the concerned tender will not be considered. Further information about the use of electronic tendering (such as introduction, user guide, terms and conditions of using the PCMS and the e-Tender Box) is available on PCMS website (https://pcms2.gld.gov.hk).

Paper-based Tendering

(1) Tenders in paper form must be deposited in the Government Logistics Department Tender Box situated at the Ground Floor, North Point Government Office, 333 Java Road, North Point, Hong Kong (“Specified Tender Box”) before the Tender Closing Time. Late tenders or tenders not deposited in the Specified Tender Box will not be considered.
   
(2) In case tropical cyclone warning signal No. 8 or above is hoisted, or a black rainstorm warning signal or “extreme conditions” announced by the Government is/are in force, for any duration between 9:00 a.m. and 12:00 noon (Hong Kong time) on the Tender Closing Date, the Tender Closing Time will be postponed to 12:00 noon (Hong Kong time) on the next working day.
   
(3) In case of blockage of the public access to the location of the Specified Tender Box at any time between 9:00 a.m. and 12:00 noon (Hong Kong time) on the Tender Closing Date, the Government will announce extension of the Tender Closing Time until further notice. Following removal of the blockage, the Government will announce the extended tender closing time as soon as practicable. The above announcements will be made via press releases on the website of Information Services Department (https://www.info.gov.hk/gia/general/today.htm).
   
(4) All time references are Hong Kong time.
   
Remarks:
(1) An online tender briefing session (to be conducted in Cantonese) will be held at 1500 hours on 6 August 2026 (Hong Kong time).
   
(2) Although attendance at the online tender briefing session is not compulsory, prospective Tenderers are strongly advised to attend. A prospective Tenderer who wishes to attend the online tender briefing session is required to complete the Reply Slip for Tender Briefing Session at Contract Schedule 6 of the Tender Document by fax number (852) 2117 1915 on or before 12:00 noon on 4 August 2026 (Hong Kong Time). Confirmation email with a hyperlink to join the online tender briefing session will be issued to the prospective Tenderer upon receipt of the signed reply slip. Late return may not be accepted.
   
(3) Open tendering is adopted. All interested contractors / suppliers / service providers are invited to tender.
   
(4) The tender is not covered by the Agreement on Government Procurement of the World Trade Organization.
   
(5) Details of the contract award will be published on the website of Health Bureau at https://www.healthbureau.gov.hk/en/tender/260700_hmpp/award.html
   
(6) For procurement exercises invited from 1 June 2025 onwards, the Government has fully adopted electronic means in making payments to suppliers and will no longer provide the option of physical cheques. In addition to bank transfer, suppliers may also receive government payments via the Faster Payment System (“FPS”) by providing “HKID” or “FPS identifier” to procuring departments.
