To strengthen Hong Kong’s primary healthcare system, the Government released the Primary Healthcare Blueprint (Blueprint) in December 2022. The Blueprint highlights a series of reform initiatives to formulate the direction and strategies of primary healthcare development in response to the challenges arising from an ageing population and increasing prevalence of chronic diseases. As recommended in the Blueprint, the Primary Healthcare Office under the Health Bureau was transformed into the Primary Healthcare Commission (PHC Commission) in July 2024.
The PHC Commission oversees the strategic planning and provision, standard setting and quality assurance of primary healthcare services and the training of primary healthcare professionals, as well as oversees the service planning and resource allocation through strategic purchasing supported by the Strategic Purchasing Office.
We are committed to enhance district-based primary healthcare (PHC) services in a bid to shift the emphasis of the present healthcare system and people’s mindset from treatment-oriented to prevention-oriented with a view to improving the overall health of the population, providing accessible and coherent healthcare services and establishing a sustainable healthcare system.
We are devoted to shift the emphasis of the present healthcare system and people’s mindset from treatment-oriented institution-centric secondary/ tertiary healthcare to prevention-oriented family-centric PHC, and enhance co-ordination among various sectors and across different levels of care, and strengthen district-level PHC services in the community.
