Assist the Secretary for Health in formulating, co-ordinating and implementing policies on medical and health

Support the Secretary for Health in explaining and defending policies, and securing support of the public and Legislative Council

Ensure proper use of financial resources within the expenditure head of the Bureau

Manage the staff in the Bureau and oversee the work of Department of Health (DH) and Hospital Authority (HA)
