Transcript of SHWF on ambulance service and ExCo revamp
Following is the transcript (English portion) of a media session by the
Secretary for Health, Welfare and Food, Dr York Chow, on ambulance service and
the proposed revamp to Executive Council at the Legislative Council Building
today (June 8):
Reporter: Is the Government considering introducing a fee for the use of
ambulance in non-emergency services?
Dr Chow: There are some proposals from some quarters about this proposal, just
to ensure that people who ring up 999 would think twice before they do it.
Reporter: What is your position?
Dr Chow: We don't have a position right now but I think we should explore any
options that are able to ensure proper and appropriate use of ambulance service.
At the moment, according to the Hospital Authority's analysis, about 46% to 47%
of the patients who were transferred to the hospitals were not considered
emergency cases. This is a cause for concern and we are concerned in case the
ambulance service is not properly used, those who really require the service
would have a delay.
Reporter: How long will the Government take to consider?
Dr Chow: We don't have a timetable yet. We are concerned about the grievances of
the ambulance staff. We are also concerned about particularly the citizens in
need.
Reporter: Would you think the proposed changes would pose some difficulties as
it is going to bring in some more members of the public into the Executive
Council?
Dr Chow: I think if the Executive Council has a more representative feel, it
would be much better for our policies to be implemented. At the same time, if
there is better relationship between the Executive Council and the Legislative
Council, it would also help the Government in trying to push or drive any
particular policy.
