Appointment of Commissioner for Electronic Health Record

The Government today (December 2) announced the appointment of a person for the time being to hold the office of Head (Electronic Health Record) (H(eHR)) of the Food and Health Bureau (FHB) as the Commissioner for the Electronic Health Record (eHRC) with effect from today.

The incumbent H(eHR) is Mr Sidney Chan Shuen-yiu.

The appointment was made by the Secretary for Food and Health in exercise of the power under section 48 of the Electronic Health Record Sharing System Ordinance (eHRSSO, Chapter 625).

The statutory functions of the eHRC include, among others, to establish, operate, maintain and develop the Electronic Health Record Sharing System (eHRSS); to regulate and supervise the sharing and using of data and information contained in the system; and to supervise the compliance with the eHRSSO.

The development of a territory-wide eHRSS is one of the healthcare reform proposals put forward by the Government in 2008. The new system will provide an essential infrastructure for access and sharing of participating patients' health data by authorised healthcare providers in the public and private sectors with patients' consent. The objective is to enhance continuity of care, promote public/private sector collaboration and improve quality of healthcare delivery.

The system will commence operation in the first quarter of 2016, by which time healthcare providers and the public will be invited to join.
